Justice Minister Hikmet Sami Turk has said "A solution will be brought to capital punishment in the next three years. The European Convention of Human Rights had an exception for war crimes but now they are discussing to lift this exception.
Turkey cannot remain outside these discussions because it wants to join the EU. The existence of capital punishment in the Turkish law prevent the return of certain criminals to Turkey and this is a negative factor in Turkey's fight with criminals," Turk explained.
Turk said that the amendment undertaken in the Constitution about death penalty necessitates revision of the concerned articles of the Turkish Penal Draft Law. Turk stated that the adoption of both the draft law of obligations and the draft law of trade seems difficult during this judiciary year.
Referring to the Turkish Penal Draft Law, Turk said that a political consensus was necessary to totally abolish the death penalty. Turk said that Turkey promised to sort out this death penalty problem, adding that the problem has to be solved within three years.
