Kenneth Charm, black, 37, was put to death at 6:05 p.m. for the 1993 rape and murder of 14-year-old Brandy Crystian Hill, black, in July 1993. Charm has an IQ of 75, but his attorneys claim IQ tests have a margin of error of plus or minus 5 points. The state Pardon and Parole Board voted unanimously last month to deny Charm clemency. Charm becomes the 9th condemned inmate to be put to death this year in Oklahoma and the 36th this year in the USA.
