Kenyan President Mwai Kibaki commuted into life imprisonment all death sentences in the country.
Minister of Justice and Constitutional Affairs Kiraitu Murungi said his government was determined not to hang anyone because it constituted an inhuman punishment.
"It is retrogressive to retain it in the new constitution," declared Murungi referring to the National Constitutional Conference which, on March 9, decided to retain the death penalty for murder and for the raping of minors, abolishing the punishment for treason and robbery with violence.
The text of the constitutional draft would now have to pass by Parliament where it would be open to amendment.
In the meantime, with its decision to commute all death sentences, Kenya gave a clear signal that it wanted to impose a moratorium on executions with view to complete and definitive abolishment of the death penalty.
