Kyrgyzstan finalized transfer of responsibility for the penitentiary system from the Interior to the Justice Ministry, Kyrgyz Deputy Prime Minister Nikolai Tanayev said.
A transfer of all facilities will be completed by January 1, 2003, Tanayev said.
He emphasized the importance of transferring the penitentiary system to the Justice Ministry as it would ensure equal access of lawyers, investigators and prosecutors to inmates.
