She also advocated the use of Defence Force soldiers to perform the executions. "Capital punishment should be mandatory unless the judge finds that there are extenuating circumstances for the crime that would warrant life imprisonment as an alternative," she told parliament. "Perhaps, the military could devise an anonymous way for willing Defence personnel to be the executioners because it should not be a police or Correctional Services function," Lady Kidu said. "Brutal crime and tribal fighting in urban areas are matters of internal national security and require a high-level - and strong - response."
