Maryland legislature has agreed to a bill to set up a panel to review capital punishment and whether it should be repealed. The topic has been studied extensively before, but lawmakers approved a fresh study to report back to them any recommendations on doing away with it. Maryland currently has a de facto moratorium against capital punishment because legislators have not approved a procedure for it, as required by a recent court ruling.
