Mexican President Vicente Fox will complain to President Bush about the pending execution in Oklahoma of a Mexican double murderer when the pair meet this weekend, Mexican officials said. Oklahoma appeals court this week fixed May 18 as the execution date for Osvaldo Torres, in defiance of an International Court of Justice order on Feb. 5, 2003, to stay that execution and two others in Texas. The World Court, officially known as the International Court of Justice, is the U.N.'s court for resolving disputes between nations. It has no power to enforce its decisions, and the United States has disregarded them in the past. Fox is to meet Bush at the U.S. president's ranch in Crawford, Texas, this Friday and Saturday. The Mexican president angrily canceled a planned meeting with Bush in Texas in 2002 after the state executed a Mexican prisoner. Geronimo Gutierrez, the Mexican foreign ministry's undersecretary for U.S. affairs, said the latest ruling upset Mexico, which has taken Washington to the world court over the executions of its citizen in some U.S. states. "This for us is a deliberate violation of the provisional measures that the International Court of Justice dictated," he told a news conference. The world court, based in The Hague, ruled last February that the United States should not execute Torres, convicted of a 1993 double murder, and two Mexican convicts in Texas. The world court heard that Torres and more than 50 other Mexican prisoners in the United States had been arrested, tried and convicted without aid from the consulate.
