Mikhail Shpindeleger, rapporteur of the Commission for Human Rights and Legal Issues of the Parliamentary Assembly of the Council of Europe (CE), speaking on the issue of Armenia's membership, said that the Commission was delighted, surprised and pleased with the course of reforms being conducted in Armenia as regards the protection of human rights and legal issues. The new Criminal Code under deliberation by the Armenian Parliament foresees the replacement of capital punishment by life imprisonment.
