Senate Vice-President Ersilia Salvato discussed the role of European parliaments in urging a moratorium on executions with representatives of the Portuguese, Austrian, Spanish and Belgian parliaments. Salvato wanted countries that retain the death penalty to at least impose a moratorium for the current year. She was in Strasbourg for a meeting of presidents of European parliaments.
