New Zealand's Corrections Minister Matt Robson and Justice Minister Phil Goff raised their concerns about China's use of the death penalty, and its incarceration of political prisoners during a meeting with visiting Chinese Justice Minister Zhang Fusen.
Contentious subjects such as China's attitude to Falun Gong and tensions in Tibet were mentioned in reference to international obligations.
More than 14 years after first visiting China, Mr Goff said he had noticed a change in the way such issues were approached. "Once upon a time when you raised those things it was the end of the conversation. China has moved to the point now where it is prepared to discuss those issues."
