On April 27, the United Nations Commission on Human Rights approved a resolution, tabled by the European Union (EU), renewing a mandate for the special investigator for the Democratic Republic of Congo to carry out a joint investigation into all massacres with the UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions. This would include massacres of Rwandan refugees in 1996 and 1997 and more recent killings in rebel-held South Kivu province. The UN Special Rapporteur discussed the death penalty during his visit to the Democratic Republic of Congo in August.
