On February 12, the Maharashtra Control of Organized Crime Ordinance, 1999, was signed by President K.R. Narayanan, and came into immediate effect throughout the state. For the first time the concept of organized crime has been made an offense and any person guilty of such an offense that results in death shall be punishable with death or imprisonment for life and shall also be liable to a fine of a minimum of Rs one lakh ($2,353).
