On January 21, Attorney General A.J. Nicholson said that the Jamaican Government, following the missed deadline for an appeal, will seek to Lewis. However, since Lewis' motion was dismissed, the Inter-American Commission of Human Rights sent its report to the Government at the end of January saying that several of the articles that were submitted by the accused for its consideration were not considered because there was a pending constitutional motion. The Commission said it considered only two points because of the pending constitutional motion. Lennox Campbell, Senior Assistant Attorney General said: "This flies in the face of their Convention and can only be for the purpose of subverting the sovereign will of the Jamaican Government." He said the attitude that the Commission had brought to the consideration of Lewis' petition was indicative of a posture "they have adopted to aid and abet the applicant to escape the judgment of the court." Mr. Campbell said that because of the attitude of the Commission, the Government must insist that oral submissions be made before the Commission so that the Government gets the opportunity to indicate errors in the Commission's decision-making process.
