The channel quoted its sources as saying that the federal government sent its proposals on the subject to the Law Ministry six months ago.
The Law Ministry forwarded a reviewed draft of the proposals to the Interior Ministry, which in turn sent the draft to the president for his approval. The sources said the law, if approved, would not apply to people sentenced to death for terrorist attacks harming national integrity.
