Parliament in Uganda passed an anti-terrorism bill that gives the government sweeping powers to clamp down on organisations it thinks are carrying out terrorist activities.The critics had suggested an amendment to remove the powers the bill gives the government to declare an organisation terrorist and instead hand over such powers to parliament. But the government shot down the move.
The bill defines terrorism as the "use of violence or threat of violence with intent to promote or achieve political, religious, economic and cultural or social ends in an unlawful manner and includes the use of violence or threat of violence to put the public in fear or alarm."
It imposes a mandatory death sentence for terrorists. Presiding judges will, however, have the discretion to impose lighter sentences on any person who aids, abets, finances or supports terrorism.
