Piers Pigou, a representative of the Community Agency for Social Enquiry, spoke at a conference on crime and human rights at the University of the Western Cape. In his speech he said he rejected what he called the myth that the reinstatement of the death penalty would reduce violent crime or that releasing people on bail necessarily led to further crimes being committed.
