President Gloria Arroyo's reinstatement of the death penalty was criticised by some of her supporters from the Roman Catholic church as well as civil-rights groups which helped to drum up support for a civilian revolt that installed her in power.
Arroyo said she was also willing to consider sending drug dealers to the gallows, but stressed the priority will be kidnappers.
