President Gloria Macapagal-Arroyo will not impose a moratorium on the death penalty, and said the issue "is a matter for Congress to determine." In February 2001, ousted President Joseph Estrada's moratorium on the death penalty expired Justice Secretary Hernando B. Perez said. "It's only that I feel that during my watch... except when I really have no choice, I would rather see someone suffer life imprisonment than death penalty... I would not want to see anybody die..."I only make recommendations to the President. In the ultimate analysis, it's the call of the President.
