Rapporteurs of the monitoring commission of the Parliamentary Assembly of the Council of Europe [PACE] met the National Assembly delegation for the Council of Europe, the National Assembly standing commissions and parliamentary factions and groups.
The majority of the Armenian representatives accepted all the requirements of the Council of Europe for Armenia's membership, however the heads of the parliamentary factions said they are for preserving capital punishment for the perpetrators of the 1999 parliament shooting
The head of the monitoring delegation, Irena Belohorska, insisted that all conditions must be fulfilled. "If you have assumed the obligation, you have to fulfil it, there can be no exceptions."
