Ruben Torosyan, the chairman of the Social Democratic Party of Armenia Human Rights, said that the relevant structures of the CE were postponing the discussion of Armenian membership. The observers of the CE, according to him, were using the "feebleness" of the Armenian officials in presenting demands regarding Armenian membership that had no relation to democracy or human rights protection. These were, in particular, the demands for compromise on the Nagornyy Karabakh conflict, the abolition of the death penalty, the closing of the nuclear power station, alternative military service and the rights of religious and sexual minorities.
