Russia would vote in favor of the abolition of capital punishment if all other countries followed suit, Russian Foreign Ministry spokesman Alexander Yakovenko told Interfax.
Protocol 13 to the European Convention on Human Rights, which concerns the full abolition of the death penalty was officially opened for signing on May 3 in Vilnius at a session of the Council of Europe's Ministerial Committee.
Yakovenko stressed that "in principle, Russia supports the idea of abolishing capital punishment in full, including actions perpetrated in time of war or under its inevitable threat."
"At the same time, we believe that such a decision should be universal and embrace all states," the spokesman said.
