Sami Selcuk, president of the Supreme Court of Appeals, said that Turkey, which is aiming to achieve full EU membership, should speed up democracy and start by drawing up a new constitution. He recalled that among the Council of Europe member countries only Turkey has the death penalty, adding that it should immediately be lifted. He continued: Nothing can justify capital punishment in the contemporary world.
