The U.S. State Department released its annual human rights reports, which included a section on Turkey. The report on Turkey said that human rights violations had continued in 1999, but also noted positive measures on the issue taken by the government of Bulent Ecevit. The State Department pointed to continuing reports of extra-judicial executions, political "disappearances" and deaths under torture, as well as the failure to award appropriate punishment to torturers. It cited the example of the death of 10 prisoners in Ankara's Ulucanlar Prison, after security forces operations to quell a prisoners riot.
