Senate passed SB 224. the bill's sponsor, Sen. Victor Crist, has been working on the measure for five years, beginning when he was in the House of Representatives. Though his proposal has passed through both the House and Senate separately, it has never made it through both chambers. This year may be no different. And with the session ending Friday, time is running out. The House companion (HB 63) never made it through all its committees, and would need special authority to reach the floor. House Sponsor Phillip Brutus, D-North Miami, said its fate is "up in the air".
