Sierra Leone's permanent representative to the UN, Ambassador Ibrahim Kamara, said the court would probably combine elements of Sierra Leonean and international law, and might be based in another country in the region, such as Nigeria, Mali or Senegal. He said there was increasing support in the UN Security Council for such a tribunal, and that the Sierra Leone government might eliminate the option to impose the death penalty to attract international support. "Our people say they just want to execute (Sankoh)," Kamara said. "We are trying to say he doesn't need to die instantly. Let him die slowly."
