Singapore signed the letter, dated 22 July 1999, addressed to the President of the Economic and Social Council, in which the retentionist countries dissociated from the Commission on Human Rights resolution 1999/61 on the question of the death penalty. Singapore was a cosponsor of the amendments presented by Egypt (A/C.3/54/L.31 and L.32) and amendments L.33, L.35, L.37, L.41, L.47 and L.48 to the resolution for a moratorium on executions presented by the European Union at the 54th UN General Assembly (A/C.3/54/L.8/Rev.1). The Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions requested the Government to refrain from carrying out the executions of Asogan Ramest and Selvar Kumar sentenced to death for murder, and consider granting them clemency as well (E/CN.4/1999/39/Add.1).
