Slobodan Milosevic, "the great enemy of the Serb people", must face a war crimes trial in The Hague, Robin Cook, the British Foreign Secretary, said. Cook welcomed the decision to charge and try him for his crimes in Serbia. But he told the Commons: "That can be no substitute for a trial of Milosevic for his atrocities against the other peoples of Yugoslavia. As soon as he has submitted to the legal process for his crimes in Serbia, he must be surrendered to The Hague tribunal to face justice for his crimes against Kosovars and Bosnians." Cook was speaking during the Second Reading debate on the International Criminal Court Bill.
