Slovak Ambassador to the Council of Europe (CE) Anna Lamperova signed the Protocol 13 to the European Convention on Human Rights and Fundamental Freedoms, related to the absolute abolition of the death penalty.
Protocol 13 bans the death penalty under any circumstances, including war crimes or crimes committed in emergency situations, such as reacting to terrorist attacks.
"It should secure the protection of life exactly in such special events where there is a great chance of making a mistake by imposing an over hasty death penalty," Lamperova said.
The protocol has been signed by 35 member states of the Council of Europe so far, but ratified only by three of them. In order to become effective, it must be ratified by at least 10 member countries.
