Spain said it will take anti-terrorist cooperation with the United States and Russia "beyond words" after it assumes the rotating presidency of the European Union early in 2002, Foreign Minister Josep Pique said

Spain said it will take anti-terrorist cooperation with the United States and Russia "beyond words" after it assumes the rotating presidency of the European Union early in 2002, Foreign Minister Josep Pique said.
"If we do this we will have taken a major step," said Pique, adding that the struggle against terrorism will be the "number one" priority of Spain's EU leadership.
Nevertheless, Pique made it clear that the existence of the death penalty "is an insurmountable obstacle" to judicial cooperation with the United States.
"People cannot be extradited when there is a possibility that they may be subject to the death penalty. That is the way it is and I believe it must continue to be that way," he said.
