Speaker of the Federation Council (FC) upper house of the Russian parliament Sergei Mironov said he was "categorically opposed" to lifting the moratorium on death penalties.

Speaker of the Federation Council (FC) upper house of the Russian parliament Sergei Mironov said he was "categorically opposed" to lifting the moratorium on death penalties. 
Mironov made the statement in comments on the proposal by Deputy Prosecutor General Vladimir Kolesnikov to lift the ban on executions for the masterminds and perpetrators of terrorist attacks.
The speaker said the terrorists should serve life sentences without the right of pardon, so that they know that "they'll never see daylight."
The main thing was not to toughen penalty, but ensure its inevitability, Mironov said.
