The International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights “have an exception. If there is a serious crime and the [convicts] are sentenced to death according to a law that was in place when they committed the crime. The two human rights laws do not impose an absolute ban on the death penalty," Wu Chen-huan said.
