the Council of the Duma recommended to put on the chamber's agenda a set of amendments to the Russia's Criminal Code introducing the death penalty for terrorism and hostage-taking. The amendments proposed to amend article 205 and article 206 of the Criminal Code so as to allow for the death penalty for those responsible for "terrorism and hostage-taking that could create threat to a person's life and led to a person's death".
