the Russian State Duma Council's decision to back plans to put legislative amendments to introduce the death penalty for terrorism and hostage-taking crimes on the Duma's agenda in May were met with a negative reaction among the country's human rights activists.
“These amendments to the Criminal Code were put forward by United Russia faction member Valery Gartung.
