the Russian State Duma Council's decision to back plans to put legislative amendments to introduce the death penalty for terrorism and hostage-taking crimes on the Duma's agenda in May were met with a negative reaction among the country's human rights activists. 
“These amendments to the Criminal Code were put forward by United Russia faction member Valery Gartung.
"It does not make sense to threaten terrorist suicide-bombers with the death penalty when such terrorist attacks take place in Russia," Svetlana Gannushkina, head of the Civil Support committee and a member of the Memorial human rights centre said.
