The European Union issued a press release regarding progress in Tajikistan towards a moratorium on the death penalty. "The European Union welcomes the political decision to introduce a moratorium on the death penalty, which President Rakhmonov has taken and announced in his annual message to Parliament on 30 April 2004. The European Union further welcomes the passing, on 2 June 2004, of a moratorium on the death penalty by Tajikistan's lower house of parliament (Majilisi Namoyandagon) and looks forward to its early approval by the upper house of parliament (Majlisi Oli) and signing into law by the President," the statement read.
