Tajik Television reported that President Emomali Rahmonov sent to the Assembly of Representatives for consideration a draft law on making amendments to the Criminal Code of the Republic of Tajikistan.
"The draft of the above bill regulates the procedure for applying capital punishment. Prior to the adoption of the new Criminal Code of Tajikistan in 1998, 44 articles of the previous law provided for capital punishment.
In line with the requirements of the new [1998] code, capital punishment is defined in 15 articles," the report said.
"The draft has been designed with the aim of developing the democratization process within the criminal legislation system and restricting the application of capital punishment, considering that a human being, his rights and freedom are considered to be the highest value," the report added.
According to draft, capital punishment would remain in just five out of 15 articles of the current Criminal Code.
The draft also proposed not to apply capital punishment for women. The bill sent by the Tajik president is directed towards continuing reforms of the legal system, further democratization, and making the country's criminal legislation more humane, the presidential news service reported.
