The Foreign Minister of Azerbaijan, Vilayat Guliyev, in the presence of Council of Europe Secretary General Walter Schwimmer, signed five Council of Europe conventions.
The European Convention on Extradition provides for the extradition, between states party to the convention, of persons wanted for criminal prosecution or sentencing.
The Convention does not apply to political or military offences and any state can refuse to extradite its own citizens to a foreign country. Extradition may also be refused if an individual claims being at risk of the death penalty under the law of the state requesting extradition.
The Convention on the Suppression of Terrorism is designed to permit the extradition of persons committing particularly serious offences, such as the hijacking of aircraft, kidnapping and taking of hostages, the use of bombs, grenades, rockets, letter or parcel bombs - where this endangers people - together with any serious act of violence against the life, physical integrity or liberty of people.
Azerbaijan also signed the Convention on Mutual Assistance in Criminal Matters, the Convention on the Transfer of Proceedings in Criminal Matters and the Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime.
