The Free Legal Assistance Group (FLAG), a nongovernmental organization, asked the Supreme Court to declare the death penalty law as unconstitutional and urged it to stop executions scheduled over the next three months. FLAG's Attorney Theodore O. Te said that offences punishable by death fail to meet the element of heinousness required by the Constitution.
