The government is reviewing a trial bill that would set up a special tribunal to bring to justice Khmer Rouge responsible for the deaths of at least 1,7 million Cambodians in the late 1970s. After the Constitutional Council said the article relating to the death penalty should be revised, as it is in conflict with the constitutional decree as the maximum punishment for crimes in Cambodia is life imprisonment.
