The government issued a special supplement to the Official Gazette containing provisional Law 54 of 2001, which amends the Penal Code with immediate effect.
The provisional law defines terrorism as "the use of violence or the threat to use violence regardless of its motivations and aims."
Under the provisional law the crime shall call for the death penalty in any of the following cases: if the action leads to a person's death; if the action leads to partial or total destruction of a building with one or more people in it; if the action was perpetrated by the use of explosive or flammable materials, poisonous or banned products, or epidemic, germ, chemical, radioactive or similar materials.
