The head of Amnesty International sees "positive trends" in Lebanon's human rights record over the past decade, but remains concerned over the number of arbitrary arrests.
"We raised our concern over torture" with President Emile Lahoud," said Irene Khan, the recently appointed secretary-general of the human rights watchdog.
"We have also expressed the hope that the lack of executions becomes a de facto moratorium on the death penalty."
President Lahoud told Amnesty International's Secretary General that during his term in office he is committed to imposing a moratorium on executions, Amnesty said.
