Council of Europe secretary-general Walter Schwimmer, on a three-day visit to Armenia, made it abundantly clear that the fact that the country is moving in the "right direction" in terms of fulfilling its obligations to the Council of Europe does not yet mean that Armenia can be allowed to make any exceptions on individual points, especially on the issue of abolition of the death penalty.
