The Humanitarian Law Centre (FHP) said that the initiative for temporary introduction of the death penalty in the legal system of Serbia and Montenegro was contradictory to international standards and the constitutional charter. "The charter on human and minority rights and civilian freedoms stipulates that human life is sacrosanct and the death penalty does not exist," the FHP statement said. The FHP recalled that the Federal Republic of Yugoslavia ratified the Second Facultative Protocol of the International Pact on Civil and Political Rights in June 2001. "This protocol abolishes the death penalty, and the relevant authorities in Serbia and Montenegro harmonized the domestic legal provisions with our international obligations," the statement said.
