The National Assembly of Dagestan has called for lifting the moratorium on the death penalty for persons committing especially grave crimes in Russia. Dagestani lawmakers adopted a corresponding appeal to President Vladimir Putin and the Russian parliament under the impact of the recent terrorist act in Kaspiisk.
The message suggests that "any person charged with a crime which entails the death sentence be given the right that his case would be heard by a jury."
