The National Society for Human Rights (NSHR) said in its Human Rights 2000 report that the human rights situation in Namibia had deteriorated over the last year. It stated that the Kavango and Caprivi regions had experienced "very dangerous" proportions of civil and political unrest including mass arbitrary arrests and detention, summary executions, ethnic targeting, torture, internal exile, unlawful mass deportation, and separation of families. The report indicated the main perpetrators to be the paramilitary Special Field Force (SFF) and Angolan Special Forces and the Namibian Defence Force (NDF).
