The Saeima passed amendments to the Criminal Law that stipulate that murder under unmitigated circumstances during wartime is punishable by death. Since Latvia has joined the European Human Rights Convention (Protocol 6) which lifts death penalties during peacetime, the Criminal Law's article on capital punishment was supplemented by an entry that the death penalty can only be imposed during wartime.
