The South Korean government said it would render appropriate punishment to those found responsible for failing in their duty concerning the execution of a South Korean national [identified as Shin] in China.
The most likely targets of such punishment will be officials at the Korean Embassy in Beijing and the Korean Consulate in the Chinese city of Shenyang who failed to handle documents issued by the Chinese authorities on the trial and execution properly.
The Korean government became the object of international ridicule after erroneously criticising China for failing to give prior notice of the execution of a Korean national according to the terms of the Vienna Convention on Consular Relations.
In its defence, however, the government has pointed out that the Chinese government violated the Vienna Convention by only notifying Seoul of the death of one of the drug trafficker's accomplices in prison seven months after he passed away and that information on Shin's execution was not immediately made available.
