The State Security Court was to hold a retrial of Ra'id Hijazi, a member of the "Base" Organization led by Usamah Bin-Ladin. Hijazi was sentenced to death in absentia for plotting to attack U.S. and Israeli targets. Col. Tayel Raqad, the presiding judge in the retrial said that under Jordanian law, a convicted fugitive has the right to retrial once he is apprehended because "the verdict issued against him in absentia is considered annulled." Syrian security agencies had arrested him in one of the suburbs of Damascus in September and handed him over to the Jordanian authorities.
