The state Supreme Court issued new rules designed to streamline and speed up the appeals process for death row inmates. Starting in October, a trial judge will be assigned to oversee every new death penalty. Other changes include a 75-page limit on appeals, deadlines for motions and a requirement that trial judges hold evidentiary hearings.
