The Turkish Parliament voted to change several articles of the constitution, including restricting the death penalty to crimes of terrorism, in times of war and close threat of war.
The change concerning the capital punishment falls short of the EU's desire to see the death penalty scrapped entirely. Observers say the new restricted form of the capital punishment could not save PKK leader Abdullah Ocalan since it allows the use of the death sentence against terrorism crimes.
