there are several aspects of particular concern in China regarding the respect of human rights: recourse to the death penalty (put into practice frequently and for a wide range of crimes), to torture and to arbitrary detention as well as restrictions on freedom of expression, of religion and of association. The accusations were made in Geneva during the 61^st UN Commission on Human Rights by Luxemburg’s ambassador Alphonse Berns, speaking on behalf of the EU, Romania, Bulgaria, Croatia and Albania.
The EU representative added that it was encouraging to see that China was taking steps towards the ratification of the International Pact on Civil and Political Rights.
Regarding the death penalty, the ambassador welcomed the decision to return to the Supreme People's Court the power to review, and when necessary, overturn death sentences. The EU remained concerned about the number of crimes punishable by death under Chinese law and the high number of executions carried out in the country.
The publication of statistics on death penalty cases in China would be “an important step towards transparency,” observed the ambassador.
